About

Dominic Powell is a Senior AI Product Lead at Liminal, architecting AI-native intelligence systems with defensible competitive advantages. He builds self-improving platforms through multi-agent orchestration, physics-based modeling (the Liminal Taxonomy), and semantic intelligence - transforming market intelligence from data aggregation into systems that deliver strategic insights that compound over time. His open-source contributions to the AI tooling community include four MCP servers: air-gapped emissions intelligence (12K+ companies, privacy-first), MongoDB analytics (24 tools), knowledge management (9 tools), and 100% offline AI agents.

Previously, Dominic served as Data Product & Research Team Lead at the Net-Zero Data Public Utility (NZDPU), the global open climate data repository founded by Mark Carney, Emmanuel Macron, and Michael Bloomberg under GFANZ (Glasgow Financial Alliance for Net Zero). At NZDPU, he authored a policy note for the G7 Climate Change Mitigation Working Group presented to the Italian G7 presidency in Rome, and designed disclosure infrastructure for the Swiss government (68% of 2030 domestic regulatory portal market).

He led central bank engagements across five jurisdictions: BIS Innovation Hub Hong Kong (Project Gaia feasibility analysis), Monetary Authority of Singapore (Project Greenprint integration), Japan Exchange Group (roundtable series, published February 2025), Swiss State Secretariat for International Finance, and the African Development Bank ESG Hub Working Group. His work encompassed comprehensive data quality analysis across 40,718 disclosure records covering 12,497 companies, including Technical Advisory Board research on organizational boundary variation, methodology shifts, and GHG inventory exclusions that informed 16 recommendations to CDP for platform improvements. He authored a 90-page technical paper analyzing all publicly disclosed GHG Protocol Scope 3 emissions across 15 categories.

Earlier in his career, Dominic led ESG and climate product initiatives at Moody's Corporation, driving 85% year-over-year adoption growth. He served as product SME for Moody's $3B acquisition of Bureau van Dijk (Orbis, 220M+ company database), and as Product Lead at Four Twenty Seven, a pioneering physical climate risk analytics firm using GIS/geospatial methods.

Dominic holds an MSc in Business Innovation from Birkbeck, University of London (Distinction, Best Overall Student), where his dissertation on the European Green Deal's impact on eco-innovation was submitted to Climate Policy journal for peer review. He is pursuing a PhD in Sustainable Energy Systems at Instituto Superior Técnico, Lisbon, and holds a Climate Finance Certificate from ETH Zürich.

Outside of work, Dominic maintains open-source projects on GitHub, contributing privacy-first AI tools including an air-gapped emissions intelligence server that enables private ESG analysis without cloud exposure. He runs a structured research program tracking 50+ emerging technologies across energy transition, DLT, and AI foundations.
